THE POSITION:

Human Resources Director

Full time position based in Knox County and will work under the direction of the Agency's Executive Director.  The incumbent performs numerous and varied duties including the administration of employee benefits, recruitment / retention and staffing, development and enforcement of personnel policies and procedures, maintaining and updating the classification and compensation plan and addressing complaints and grievances filed by current or former employees.  Additional responsibilities include addressing workers compensation claims, overseeing selection and discharge processes, auditing and monitoring of personnel files to ensure compliance with federal and state regulations, and providing assistance to departmental directors with employee related questions and issues.  The incumbent also supervises and directs the activities of support staff.  Job responsibilities require extensive knowledge and expertise in employee benefits administration, classification and compensation practices, equal employment opportunity law, ADA, HIPAA, workers compensation and safety regulations, the Fair Labor Standards Act and Title VI regulations. 

EXAMPLES OF WORK:

  • Provides advice and assistance to departmental directors with employee related issues such as benefits, disciplinary actions, selection and discharge issues, workers compensation claims, etc.

  • Addresses grievances and legal actions taken against the agency by current or former employees and submits required documentation to the agency filing the claim.

  • Analyzes risk management practices pertaining to human resource activities and develops and implements effective risk management practices.

  • Plans and coordinates management and employee training programs including updates to employment law, personnel policies and procedures, safety programs, Title VI, Equal Opportunity, etc. to ensure the proper training and education of staff.

THE REQUIREMENT:

Graduation from an accredited four year college or university with a B.A. (B.S.) Degree in Human Resource Administration, Business Administration, Personnel Management or closely related field (Masters Degree preferred); a minimum of five years experience supervising the human resources function in a large organization; extensive knowledge of benefits administration, employment law, equal employment opportunity law, workers compensation administration, the American with Disabilities Act, the Fair Labor Standards Act, HIPAA regulations, etc.; or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills.
